   A front end or web developer. But this will depend on the underling application. For example and Siebel Developer (an Oracle Product) will build most of the GUI via Siebel Tools. A Siebel Developer can build most or in some cases all of the GUI directly in Siebel Tools. For other products/applications the majority of the front end is built via Word Press. With Word Press you would look for a back end developer only if you need a plug in that you could not download and install.

   A Back End developer would take care of this.

   I would say a back end developer would handle quering a database. Normally you an Admin or Network Admin would keep the database running and a developer would build the tables and queries used to retrieve, insert, update and delete data in the DB.

   You can use any language that has a module that can communicate with your database. Some examples of languages are Ruby, PHP, Java, .Net, and Python, C++, C#. But a developer does not always have to write code to interact with the DB. With Siebel you build objects inside of Siebel Tools. Based on those objects Siebel will create the SQL and send it to the Database. In this case a Siebel Developer does not interact directly with the Database. Some applications handle the database communications and some applications will require the developer to write SQL to communicate with the database and execute queries.
