WHERE do Bitcoin developers debate about updates

@filip I’m going through the Bitcoin and Blockchain basics course and we are covering forks and segwit. But one thing I keep wondering is WHERE do these fork debates happen exactly?

Is there some specific official forum or specific place where everyone polls or votes on these changes? When a fork is implemented how does anyone know how much agreement they have in the community?

Newer ETH projects have governance coins and a clear place to vote and view proposals, but how and where is this handled on Bitcoin and Eth for that matter?

Thanks. I see the topics and that is good. But how do they decide there is enough support for actually IMPLEMENTING something like a hard fork? Do they do a poll there somehow and everyone votes?
