How does one recover stolen BTC and ETH from a hot wallet where the seed phrases were stolen in a computer hack?

You don’t. If your private keys were stolen, you’re pretty much screwed. You can check if there is still any balance on those addresses, but usually the funds move as soon as a hacker gains access to them.

Thanks, but isn’t the blockchain a public ledger and can’t the funds be traced? I know Binance for example can block certain bitcoin from well known hacks so that they arent processed.

Also, I meant to say seed phrases instead of privacy keys.

You can trace them, but that won’t bring them back. Binance can block accepting some coins that have been part of a hack on their exchange if they want, but that’s about it.
