Yes, through smart contract and web3, you can create an smart contract to manage something related about funds (money), you create your website which is going to be the front end for the smart contract interaction. After that, you deploy web3 which is basically software that can interact with a blockchain, like Metamask in Ethereum or Scatter on EOS.
The ability to design your own Dapp (smart contract + website) is basically web3, because web2 was not able to handle money, you will have to add 3rd party services like paypal. Now with web3 you dont have to, you just deploy your Dapp with a wallet framework and you will be ready to get money from your users or send money to them, the point is: There is no intermediary between your Dapp and your users.
