Could someone tell me why Decentralised exchanges like EtherDelta doesn’t work in Lithuania? Is it because local government somehow blocks it? or something else? How does it work in back end from technical side? Thanks

Interesting I was not aware off a blokades of EtherDelta in any country … I even used EtherDelta in Cuba …
It could be an issue with your browser or firewall? Did you try an other browser or laptop?

You can try Bitshares Decentralised Exchange.
You download your Bitshares client in https://bitshares.org/download and choose your nodes that are decentralised across many countries.
