Database error when try to run the website

SQLSTATE[42000]: Syntax error or access violation: 1231 Variable ‘sql_mode’ can’t be set to the value of ‘NO_AUTO_CREATE_USER’ (SQL: select * from basic_settings limit 1)

i try to run the website but i got this

i try to build one exchange project but i have problems to connect the .sql db to the .config page
