It’s mainly backend optimization, so backend developer should be correct.
Now also a bad Frontend, can be a issue if is not coded in a efficient way.

    Why it is not front-end developer? I am not sure with this question. Can anybody explain to me?
    My thinking process is UI designer makes design, front-end takes that and makes it functional (I think it should be some logic there), if it is dynamic web sites, there should be somebody taking care of data from users. Thank you.

in third question it is actually both. Oh! I just saw lot of answers with back-end, I think it is front-end. But your answer makes more sense. Could you please explain to me?
